FUNDING THE E-FORCSE DATABASE’S OPERATIONS
When the Prescription Drug Monitoring Program was first established by law in 2009 it was the legislatures intention that the program be funded with private contributions. To meet this goal, the legislature under the PDMP law (Section 893.055, F.S.) authorized that the Department of Health could establish a non-profit tax-exempt Direct Support Organization to conduct fundraising for the state database’s operation. The department also sought other funds from state and federal grants in order to contract with a vendor to build its database platform system.
With its incorporation in 2009, the PDMP Foundation became active with a board of directors and received support from several corporations including Automated Health Care Solutions, AEGIS, Millennium and Florida Blue to assist with funds for database development. The foundation also gained significant contributions from law enforcement agencies especially Florida sheriffs who donated monies from their asset forfeiture funds. The yearly cost to sustain operations of the PDMP is over $600,000.
When it became evident that the foundation would be unable to raise needed funds from private sources the Florida legislature authorized funding from general revenue appropriations. In addition, in June 2014, Attorney General Pam Bondi, a major supporter of the PDMP in her effort to address the state’s Opioid epidemic and to close “Pill Mills”, presented the foundation with a $1.973M contribution for database operations. The legislature however deterred use of the funds after the foundation presented an initial $500,000 donation to the Department of Health for Fiscal Year 2014 – 2015 funding.
In 2018, the PDMP Foundation and the Attorney General’s Office executed an agreement that the $1.5M funds remaining from the initial contribution could be used as restricted funds to support E-FORCSE programs to educate practitioners and law enforcement officials about the use of the PDMP database including best practices for prescribing controlled substances.

To keep the E-FORCSE database and the PDMP Foundation operational to continue the fight against prescription drug abuse and diversion, costs $600,000. In addition to state funding, the Foundation continues to seek support from private and corporate donors but cannot, by law, accept any contributions from the pharmaceutical industry.
